Othrys consultants have been engaged in all facets of the UK‘s homeland security strategy design and implementation over the past 30 years. For Othrys, homeland security strategy has one  key vital mission: to defend a country from the many threats it faces. In the digital era, homeland security challenges are broader, more dynamic and more complex than ever before. Our experience has taught us that a robust strategy requires multiple levels of effort: preventing dangerous people and materials from entering the country, protecting vulnerable sites, and minimising the human and economic consequences of attacks or disasters that may occur.

Counter-Terrorism and Extremism

Drawing on lessons from the UK CONTEST strategy and vast international experience, Othrys consultants have devised counter-terrorism strategies for countries in Europe, South Asia and the Middle East. As terrorism continues to pose a serious threat to national and international security, it should form a major part of any national security strategy. The immense scale of the challenge means that government departments and security agencies must act in concert to combat the threat. Our effective counter-terrorism strategies aim not only to prevent and mitigate attacks, but to also tackle the root causes that lead individuals to become terrorists.

Inter-agency Fusion

Security agencies can no longer operate in separation based on divisions originally designed to respond to traditional threats. Effective collaboration between agencies is now vital to confronting terrorist and criminal networks. Indeed, the 9/11 Commission found that adequate inter-agency cooperation could have led to a detection of the plot prior to the attack. Taking into consideration agencies’ cultures to ensure flexibility and adaptability, we have offered mentorship on decision centralisation, policy coordination, and information sharing between agencies to the UK and US governments and to countries in the Middle East and the Levant.

Counter-threat Finance

Restricting the ability of illicit organisations to access ‘enabling means’ is an essential part of a broader national security strategy. Counter-threat finance and financial intelligence are critical to disrupting financial networks that support terrorist organisations, human trafficking, organised crime and cyber offenders. Othrys develops strategies to discover, disrupt and deter the financing of threats to national security and stability. We offer advice on building counter-threat finance programmes and have provided counter-threat finance capacity building on the aspects of technology, forensics and network analysis to the UK and other governments.

Border Security

Porous borders can leave countries vulnerable to security threats and criminal activity. Effective border control (land, air and sea) strikes a balance between restricting the illegal movement of goods and individuals and ensuring the safe and efficient flow of lawful entry-seekers and trade. Considering that the protection of information in digital form is one of the most serious economic and national security challenges of our times, and given the increasing pace and complexity of the threats, we believe governments and companies must utilise cyber security tools to protect critical information and prepare for potential attacks.

Security Sector Reform

Othrys provides capacity building and mentoring for establishing effective, legitimate and accountable security sectors, including armed forces, police, intelligence and law enforcement agencies. We are skilled at handling accountability and rule of law deficits sensitively and have promoted safety and stabilisation efforts on behalf of the British and other governments in numerous countries around the world. Othrys can be particularly helpful in transition and post-conflict countries, where new security forces are being built and existing ones seek to become more effective and accountable; successful security sector reform would improve both.
